As we emerge from the worst Pandemic seen in decades, a spotlight has been shone on the inequalities that plague millions of people on all continents. Latin America is one of them. The diversity in terms of island and coastal topology that exposes much of the continent to natural disasters as well as differences in size and resources of the different states that make up the region, mean that connectivity remains a challenge. 
 
The World Bank has noted that many Caribbean islands are among the 25 most-vulnerable nations in terms of disasters per-capita or land area, with their frequency and damages exceeding those for other small and larger states. Accordingly, it approved a US$94-million program to support digital transformation and inclusion in the region. Other digital assistance programs are also being implemented such as in Brazil where the World Bank is advising the government on the registration of informal workers through a digital identity system to enable them to receive financial assistance. 
 
The region is also heavily reliant on tourism and agriculture. In Jamaica for example, tourism represents half the country’s income overall so is key to its wealth. In terms of communications infrastructure however, Jamaica, just like many other Caribbean islands, focusses its communications in urban areas as well as hotels and resorts. 5G in the Caribbean is without a doubt several years out. Not all the major carriers in the region have fully implemented 4G yet either. Hence it is down to alternative solutions to support digital development in this important region and across LATAM more broadly.  Thankfully satellite and WiFI solutions are making a good difference in multiple LATAM countries, supporting inclusion and helping to bridge some of the inequalities that are proving so devastating in the region especially in the post-Covid economy.
 
This session will take a closer look at some of the ways that this invisible infrastructure can help build a sustainable future for those who live beyond the reach of other technologies. Case studies from Peru, Mexico and other countries will be explored.


Mrs Aarti Holla-Maini
Ms. Aarti Holla-Maini Secretary General GSOA Moderator

Aarti Holla-Maini is Secretary General of the GSOA. She is a Member of the World Economic Forum’s Global Future Council on Space, the WEF Global 5G Coalition Network and the WEF Essential Digital Infrastructure & Services Network.

Under Aarti’s leadership, GSOA & its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive and secure society - vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the 5G ecosystem.

Since joining the association, Aarti has led the expansion of GSOA from a European association to one that represents the interests of 29 global and regional satellite operators. She reports directly to their Chief Executives.

Aarti has 25 years' experience in the aerospace industry, starting at Daimler-Benz Aerospace/EADS (now Airbus) in Germany. In 2000, she moved to Brussels, representing Airbus interests in the European satellite navigation program: Galileo. 

Aarti holds a Masters of Business Administration from HEC, France & Stern Business School, NYC, USA. She qualified as Solicitor of the Supreme Court in the UK in 1995, holding a 2:1 graded LLB Hons Law with German Law degree from King's College, University of London & the University of Passau, Germany. Aarti is of British-Indian origin and holds British and Belgian nationalities. She lives in Brussels, has 3 children and speaks 5 languages.


Mr. Oscar León
Mr. Oscar León Executive Secretary The Inter-American Telecommunication Commission (CITEL)

Executive Secretary of the Inter-American Telecommunications Commission CITEL since 2015. Mr. Leon was Director General of the National Spectrum Agency of Colombia; Regulation Manager of Claro Cololmbia (AMX) and has been an advisor to multiple ICT Ministers and Regulatory Authorities in Latin America. He worked at the Telecommunications Regulator of Colombia - CRC and was Project Director at Microsoft Solution Providers.

Mr. León has more than 25 years of experience in the ICT sector, he has extensive experience in project management and implementation of new businesses and appropriation of new technologies. He is Electronic Engineer with a Postgraduate Degree in Telecommunications Project Management and a Master's in Business Administration.

Ms. Claudia Valdivia I. Head of Compliance, ESG leader Internet para Todos

Head of Compliance & ESG Leader, in charge of leading the design, implementation, and reporting of ESG strategy & Compliance program, providing guidance and risk advisory to investors and stakeholders for a Facebook (Meta) and IDB invest JV in Peru – Internet para Todos.

Master’s in Risk, Governance & Compliance, certified anti-corruption and antibribery International Compliance Program Manager (LPEC) and Project Manager (PMP), with Human Rights specialization. Alliance for Integrity Trainer for the anticorruption program in LATAM.

Several years' experience working in Legal projects and ESG risk management program implementations, assessments, monitoring, and reporting of Risk & Compliance Programs globally, including 12 years supporting operations across Canada and Americas, for one of the world’s biggest mining company; covering land, legal and compliance programs and systems implementation to establish a culture of compliance, managing global human rights, antibribery and anticorruption programs, leading surface and land management risk assessments, land M&A due diligence process and several initiatives and technology implementations to increase enterprise compliance program effectiveness and simplification.

Demonstrated strong track record of partnering with Board members, business management and functional units across the world to provide guidance, navigate issues, and roll out complex anti-corruption compliance and ESG programs.


Mr Ryan Johnson
Mr. Ryan Johnson Senior Director Market Access & Government Affairs Viasat

Ryan is a born leader, a bridge-builder, and a critical thinker. At Viasat, he looks after regulatory, spectrum, and policy matters affecting the company, primarily in Latin America and the Caribbean. During a decade in consulting, he consulted on cybersecurity and Internet policy issues to help, civil society, and the private sector deal with advances in technology in global markets. He has deep experience in network communications, information security, cryptography, e-commerce, national cyber defense, data protection, cyber crime, freedom of expression online, and Internet regulation.
