This document presents a proposal hold a discussion regarding the positioning and focus of ITU activities taking into account the overall landscape of the ICT industry, and reflect results in report "SITUATIONAL ANALYSIS FOR THE ITU STRATEGIC AND FINANCIAL PLANS 2028-2031" to take into account the views of the Member States.
