Abstracto :

This contribution proposes that Digital Skills: A New Approach - Brazil's national study implementing the ITU's 2025 skills?indicator revision aligned with DigComp 2.2 - might serve as a replicable model for other countries to diagnose, monitor, and advance digital skills as a core pillar of meaningful connectivity. It outlines how to apply the harmonized indicator methodology, how to compute and report area?level and global skill levels with equity disaggregations, what insights emerged in Brazil (including priority gaps in security and digital content creation), and how countries can translate evidence into targets and programmatic lines of action. It also anticipates typical implementation challenges in emerging and developing contexts and suggests practical mitigations drawn from Brazil's experience.
