In the digital era, the Hearing-impaired people, as a special consumer group, face numerous difficulties in information acquisition and communication. Relying on cutting-edge technologies such as 5G networks and artificial intelligence, Chinese telecom operators have built a comprehensive service system centered on accessible communication. This system enables real-time two-way conversion between voice and text, covering full-scenario applications including daily communication, emergency assistance and consumer rights protection. It has significantly improved the communication experience and independent participation ability of the hearing-impaired individuals. This paper systematically elaborates on technological innovations, service scenarios and social effects in this field in China. It provides a replicable Chinese solution for countries around the world to promote communication inclusiveness and safeguard the consumption rights and interests of vulnerable groups. It is recommended that this document be included in the final output report of the study Question Q6/1.
