This document introduces a portable satellite communication terminal designed for disaster risk prevention and emergency response in developing countries. The terminal integrates phased array, software-defined radio (SDR), and spread spectrum technologies, featuring standardized hardware configuration and networking architecture to achieve lightweight, low-power, and rapid deployment. Supporting multi-mode satellite and terrestrial network access, it enables swift establishment of emergency communication links in disaster scenarios without ground infrastructure, delivering essential services including voice, instant messaging, and data transmission. This terminal effectively addresses the lack of communication support in disaster response within developing countries, providing reliable technical support for disaster early warning, command coordination, and public communication.
