This contribution reviews the implementation outcomes of China's Universal Telecommunication Services policy from 2015 to 2025. Through targeted policy guidance and financial compensation, China has historically resolved connectivity challenges in remote areas. The document details China's specific pathways and practical achievements in boosting rural internet penetration, reducing telecommunication costs, achieving "Gigabit connectivity for every county and 5G for every township", and empowering rural revitalization. It aims to provide solutions that can serve as valuable references for other countries worldwide, especially for developing countries.
