Abstract :

On 19 November 2024, the Government of India submitted to the Secretary-General an Expression of Interest to host the 2030 Plenipotentiary Conference (PP 30), and then a formal proposal to the 2025 session of the Council (Documents C25/19 and C25/73). As at that time the Council had decided to develop a formal bidding process for hosting future ITU conferences, it was proposed to wait until such a process had been adopted before accepting India's invitation. The Government of India then submitted Document CWG-FHR-21/14 to the Council Working Group on financial and human resources meeting in September, and Document C26/78 to the 2026 session of the Council. As the selection process was developed, it was agreed that this offer to host would not be subject to the new process. At the eighth Plenary meeting of the 2026 session of the Council, the Council approved the invitation from India to host PP 30 and agreed to transmit the invitation to PP-26 for formal acceptance and inclusion in the revision of Resolution 77 (Rev. Bucharest, 2022). This document contains the official proposal from India as contained in Council Document C26/78 as well as the extract of the summary record of the eighth Plenary meeting.
