Abstract :

This document outlines amendments to the proposed guidelines for harmonizing the outcomes of Plenipotentiary resolutions and decisions presented to the ITU Council Session 2025, as discussed and agreed upon by the Council Working Group for strategic and financial plans 2028-2031 during its third meeting in September 2025. These non-binding guidelines are intended to assist interested Member States in preparing their contributions to the Plenipotentiary Conference in 2026
