Abstract :

This contribution presents an integrated approach to the adoption of artificial intelligence (AI) in Senegal, built around three complementary pillars. The first pillar is governance: the Artificial Intelligence Development Strategy (SDIA) 2023-S2028, led by the Ministry of Telecommunications and Digital Affairs (MTN), Senegal's accession to the Global Partnership on Artificial Intelligence (GPAI) as the first African member country, and a national mechanism for multistakeholder consultation (Senegalese Internet Governance Forum, SnFGI). The second pillar is infrastructure: SENEGAL-AI, a sovereign, multi-tenant and secure large language model (LLM) service architecture, developed by the Laboratory of Computer Science, Telecommunications and Applications (LITA) at the Higher Polytechnic School, Cheikh Anta Diop University (ESP-UCAD), which relies on the CINERI Taouey supercomputer. The third pillar concerns skills: applied research, training and institutional capacity-building initiatives associated with this work. By integrating these three pillars, Senegal proposes a replicable model for developing countries seeking to build digital sovereignty in AI with limited resources.
