Abstract :

Low levels of digital literacy and a widening skills deficit remain critical impediments to the sustainable adoption of emerging technologies across Least Developed Countries (LDCs). While national policy frameworks focus heavily on infrastructural development, workforce readiness within public utilities, education, and health systems lags significantly behind technological transformations.
This contribution leverages the structural, multi-stakeholder model implemented by the Information and Communication Technology Association of Zimbabwe (ICTAZ) under its Strategic Plan 2024-2026 to propose an actionable framework for ITU-D Member States. The proposed standard scales localized capacity building into a global playbook by pairing national ICT think tanks with academic authorities and governments.
ICTAZ calls for action from ITU-D Study Group 2 to issue formal guidelines urging governments-particularly within LDCs-to institutionalize and directly support comprehensive digital literacy training programs for key sector employees. By standardizing specialized training across public institutions, Member States can maximize the deployment value of emerging telecommunication platforms, bridge the systemic digital divide, and catalyse resilient economic transformation.
