Abstract :

This contribution examines the role of assistive technologies based on modern telecommunication/ICT solutions, including artificial intelligence, in ensuring equal access to telecommunication services for persons with disabilities and persons with specific needs. Drawing on the practical experience of Russian mobile operators, this contribution illustrates how the deployment of such technologies can help remove communication, motor and cognitive barriers and contribute to enhancing user autonomy, adapting support processes and improving service accessibility.
The materials of this contribution are consistent with the terms of reference of Question 5/1 and proposed for subsequent inclusion in the final Report of Question 5/1.
