Abstract :

This contribution shares Malaysia's experience in moving from network coverage towards universal and meaningful connectivity. It highlights that underserved communities may exist even in technically covered areas because of barriers such as affordability, accessibility, devices, digital skills, safety and the ability to use connectivity productively.
Malaysia's approach combines fit-for-purpose regulatory and delivery mechanisms, including Universal Service Provision (USP), the Strategic Communications and Multimedia Technology Roadmap 2025-2030 (MyTMAP2030), and the National Information Dissemination Centre (NADI), supported by MCMC Plan 2026-2030 (MCMC P2630) as an institutional mechanism for accountable delivery and continuous improvement. The paper offers adaptable lessons for administrations and regulators seeking to turn connectivity into measurable community-level value.
