This contribution presents Ghana's experience in migrating from analogue to Digital Terrestrial Television (DTT) under the ITU GE06 Agreement and leveraging the resulting digital dividend for ICT services. It highlights the enabling policies, regulatory mechanisms, and multi-stakeholder coordination that supported the transition. The paper outlines key lessons learned, challenges encountered, and proposed best practices for Member States implementing Q2/1. Ghana's migration demonstrates that DTT is not merely a broadcasting upgrade but a national ICT transformation that directly supports the ITU-D Connect 2030 Agenda Goals 1: Growth and 2: Inclusion by expanding affordable access to information and bridging the digital divide.
