Abstract :

This contribution shares the experience of C?te d'Ivoire in its transition to digital terrestrial television (DTT) and the adoption of convergent distribution services, and then outlines the economic conditions of this transition. It presents the regulatory model adopted, the measured outcomes of the migration, lessons learned, including the persistent gap between network coverage and household equipment uptake, as well as the six economic obstacles identified and the responses provided in terms of infrastructure sharing, co-financing and regulatory and fiscal fairness. Finally, it submits lessons learned and possible ways forward derived from the experience for members' consideration and for the benefit of developing countries undertaking similar transitions.
