Abstract :

This contribution presents NBTC's approach to digital literacy and consumer empowerment for vulnerable groups under Thailand's Universal Service Obligation (USO) framework. Building on the broadband infrastructure deployed in rural and remote areas, Office of the NBTC delivers structured digital-skills training and consumer-empowerment measures designed for specific target groups, including low-income persons, the elderly, persons with disabilities, farmers, students, and educational personnel. The paper describes the programme architecture, the meaningful-accessibility measures applied for persons with disabilities and persons with specific needs, the consumer-protection dimension of empowering users to engage safely and confidently with online services, and the lessons learned. Participants are invited to consider the experiences, lessons learned and suggested good practices presented in this contribution for possible inclusion in the relevant output of Question 5/1.
