Against the backdrop of the rapid development of the digital economy, telecom tariffs, as the core link connecting telecom operators and consumers, their transparency and fairness directly impact the legitimate rights and interests of consumers, the healthy development of the telecom market, and the foundation of trust in the digital economy. As one of the world's largest telecom consumption markets, China has developed practical experience in enhancing tariff transparency, fairness and protecting consumers' right to know through long-term practice and exploration. At the top-level design stage, regulators have issued systematic regulatory policies centering on "openness and transparency, fairness and impartiality, and informed consumption" to build a transparent, fair and credible telecom consumption environment. At the enterprise practice stage, telecom operators have established a closed-loop management system covering the entire process of tariff design, service review, tariff disclosure, service performance and monitoring & retrospective review. In addition, China has pooled the efforts of all sectors to jointly safeguard consumer rights and interests by strengthening social supervision, introducing tariff review mechanisms and conducting technical monitoring. This contribution aims to share China's practices and experience, offering valuable references for other countries to enhance the transparency and fairness of their telecom/ICT markets and enrich their regulators' toolkit, while boosting the standardized development of the global telecom industry.
