Abstract :

This contribution presents the Disaster Risk and Resilience Assessment Framework (DRRAF) developed by the Coalition for Disaster Resilience Infrastructure (CDRI) in coordination with the Department of Telecommunications (DoT), Government of India. The framework provides a structured and replicable methodology for assessing multi-hazard risk exposure, infrastructure vulnerability, institutional capacity and financial resilience of telecommunications/ICT infrastructure.
The contribution outlines key findings from the national and sub-national assessment conducted in India and proposes elements that may inform future ITU guidance, technical reports or recommendations under Question 3/1.
