Abstract :

Given the persistent digital divide in underserved areas and the low penetration rate of fixed networks in Africa, non-geostationary low-earth orbit satellites are emerging as a solution to connectivity challenges. In recent years, Senegal has seen a considerable increase in requests from operators wishing to deploy this type of network to offer their services.
Documentary reviews of the regulatory frameworks of our sub-regional administrations show that, for the most part, they are not adapted to take into account all the considerations required for the successful introduction of this technology on our national territories.
Senegal is therefore planning to put in place mechanisms to oversee these activities, and is proposing a sub-regional harmonization of the relevant regulatory framework.
