B.1     Introduction and context

The ITU report on Financing universal access to digital technologies and services  states that funding follows good policy and that good policy will result in increased and sustainable investment, by both the public and private sector. Thus the evolution of funding strategies should reflect the performance of broadband and digitization strategies and policies in place.

This part of the toolkit assumes the existence of UAS policies and/or strategies, whether separate or as part of broader digital policy or strategy instruments, and the tools it presents can be applied to funds under review or new funds being considered.

This section discusses and provides tools to assist with:

  • the assessment of UAS policies and strategies;
  • the evaluation of Fund performance across a number of key metrices;
  • definitions of the new roles for next-generation funding instruments and models (USAF 2.0) in the context of innovative funding models discussed in Part A.
