Visa Procedures

The Government of Azerbaijan, as the host country, will offer a complimentary special visa arrangement for participants officially registered for the World Telecommunication Development Conference 2025 (WTDC-25) using data provided on ITU Online Registration System.

To attend the upcoming WTDC-25 in Baku, Azerbaijan, all participants requiring a visa will be given access to the e-Visa system, regardless of their nationality. In order to utilize this facilitated visa process, participants must ensure that a valid email address is provided within the ITU registration system.

The ITU has been regularly sharing information on registered participants, including email addresses, which is currently being uploaded by the host country to the e-Visa platform. Upon completion of the necessary technical arrangements, each registered participant will receive a dedicated email granting special access to the e-Visa system.

The modalities and conditions of the e-Visa will be as follows:

Electronic Visa

Access: Registered participants will receive a dedicated link to apply for the WTDC-25 Visa.

Application period: 25 October – 28 November 2025

Key conditions:

Validity: 30 days (permits a stay of up to 30 days)

Type: Single-entry visa (a new WTDC-25 Visa is required for re-entry)

Fee: Free of charge

Required document: Scanned copy of the passport bio-data page only

Passport validity: At least 3 months beyond the visa expiry date

Processing time: 3 working days

Visa-Free Entry

A visa-free regime exists between the Republic of Azerbaijan and several countries under bilateral intergovernmental agreements.

Participants from these countries may enter the Republic of Azerbaijan without a visa and do not need to apply for the special WTDC-25 visa. Additional information on visa-free countries can be found on this link to Republic of Azerbaijan Ministry of Foreign Affairs

Additional information 

Participants may also apply for a regular visa where there is Azerbaijan diplomatic representations or consulates of the Republic of Azerbaijan. Participants requiring assistance on visa related matters are advised to get in touch with the focal point assigned by the Host Country.
