             Definition /        Percentage of the city labour force working in the ICT sector
             Description

             Rationale /         This indicator refers to the total workforce involved in the ICT sector as a
             Interpretation /    proportion of the total business workforce.
             Benchmarking
                                 ICT workforce (or ICT employment) consists of those persons employed
                                 in businesses that are classified under the ICT sector. In other words, ICT
                                 employment is defined as the people working in the Information and
                                 Communication Technology (ICT) sector. Total business workforce represents all
                                 persons engaged in domestic production in the business sector. This indicator is
                                 measured as a percentage of business sector employment.
                                 An ICT sector can be defined as a manufacturing and service industry whose
                                 products capture, transmit or display data and information electronically.
                                 For manufacturing industries, the products of a candidate industry (OECD, 2017):
                                 •  must be intended to fulfil the function of information processing and
                                   communication, including transmission and display; and
                                 •  must use electronic processing to detect, measure and/or record physical
                                   phenomena or control a physical process.
                                 For services industries, the products of a candidate industry:
                                 •  must be intended to enable the function of information processing and
                                   communication by electronic means.
                                 Given that the smart city infrastructure relies on ICTs, it is essential that the
                                 ICT sector has the required workforce to carry forth the research and facilitate
                                 advancements related to digital technologies.
                                 Higher percentage indicates higher number of workers in the ICT sector.

             Methodology         Calculate as:
                                 Numerator: Number of employees in the ICT Sector.
                                 Denominator: Total number of the city labour force.
                                 Multiply by 100.
