4 Qualification of Verifiers

Verifiers should have an established background in urban planning and/or municipal governance
or management and/or interpretation and application of urban performance indicators. The
background may be a combination of experience and/or formal education; and an additional
background as an auditor is considered advantageous.

Verifiers are selected based on the results of a vetting process conducted by a Verifier Review
Committee overseen by one of the U4SSC Partners (e.g. ITU). The Verifier Review Committee shall
include a qualified U4SSC Verifier and, at a minimum, one other individual from any of the U4SSC
Partners (e.g. ITU) or U4SSC Management Team or Leaders of the Thematic Groups who occupy
a leadership position. The Review Committee shall record the rationale for the Verifier selection.

In addition to the foregoing, Verifiers must:

a. Achieve “Provisional Verifier” status: Provisional Verifier status is achieved via participation in a
training session based on this guide and achieving a passing grade on a test administered by
the U4SSC Trainer. This test may be in the form of a quiz to test knowledge of this document
and/or a review and assessment of fictitious city data, specifically staged by the Trainer for test
purposes.
b. Achieve “Qualified Verifier” status: Only approved Provisional Verifiers may move to this step.
Provisional Verifiers will be assigned, in succession, three sets of actual city data for review. A
thorough and detailed assessment of the Provisional Verifier’s conclusions will be carried out
on the three data set verifications by the U4SSC Review Committee (or a designated Qualified
Verifier) who, based on these three evaluations, may determine that:

I. The individual is now a Qualified Verifier. The individual will be notified and added to the
list of Qualified Verifiers.

II. The individual must complete additional scrutinized reviews or training, as set by the U4SSC
Review Committee and overseen by a Qualified Verifier or U4SSC Trainer. Upon achieving
satisfactory results from the additional reviews, the U4SSC Review Committee will notify the
individual that they are now qualified and add them to the list of Qualified Verifiers.

III. After the foregoing assessments, the individual is not a U4SSC Qualified Verifier candidate.
The individual will be notified, and an explanation provided in writing.

The ITU/U4SSC Secretariat maintains the list of U4SSC Qualified Verifiers. The list indicates their
approval status and contact information. In addition to the statuses of Provisional Verifier and
Qualified Verifier described above, the U4SSC Review Committee may assign the following
alterations to status. A justification for the change must be documented by the U4SSC Review
