              Definition /       Higher-level education degrees per 100 000 inhabitants
              Description

              Rationale /        Higher-level education broadly refers to all post-secondary education, including
              Interpretation /   but not limited to universities. Universities are clearly a key part of all higher-level
              Benchmarking       education systems. Additionally, the diverse and growing set of public and private
                                 institutions in every country – colleges, technical training institutes, community
                                 colleges, nursing schools, research laboratories, centres of excellence, online
                                 distance learning centres, and many more – forms a network of institutions that
                                 support the production of higher-order capacity necessary for development.

                                 Higher education can also be divided into post-secondary non-tertiary. This often
                                 directly prepares students for the labour market. Tertiary level education includes
                                 what is commonly understood as academic education and advanced vocational
                                 or professional education such as Bachelor’s degree or equivalent level, Master’s
                                 degree or equivalent level, and Doctoral degree or equivalent level. (ISCED, 2011)

                                 An improving trend and higher values are considered positive.

                                 degree.
                                 Denominator: One 100 000  of the city’s population.
