                  In terms of units, as well as in tonnes, imports of the tracers considered are dominated by
                  trading companies (Figure 43 and Figure 44). The public sector also contributes significantly,
                  rising from 1.05 per cent in mass (Figure 42) to 7.22 per cent in units (Figure 44). This behaviour
                  shows that the public sector imports a large number of low unitary weight items, mainly cell
                  phones and computers.

                  As explained in previous sections, there is a public sector company that provides telephone
                  service and offers consumer plans that include the terminal. For this reason, imports of cell
                  phones by the public sector are significant.
