Left: This online publication provides an overview of how cities can use ICTs to achieve
the Sustainable Development Goals (SDGs). It also maps the case studies to the various
international agreements as well as to the SDGs.
Middle: This online publication provides a series of case studies on smart governance,
smart people and smart economy, which will catapult successful smart city practices into
the global spotlight.
Right: This online publication provides a study of the advantages of using ICTs to support
the implementation of the SDGs, namely SDG 11, by facilitating the missing linkages that
exist between sustainability policies and urban-planning practices through digitally enabled
urban actions.
6.2.1 The Key Performance Indicators for Smart Sustainable Cities
To further encourage cities in identifying and exploring the potential of ICTs in addressing the most
pressing development issues at the city level, the U4SSC has developed the Key Performance Indicators
(KPIs) for Smart Sustainable Cities. The KPIs for SSC support cities primarily in the following ways:
• Functioning as a diagnostic tool for cities to evaluate their current smart strategy and projects,
highlighting strengths and areas for improvement that would become future reference points
for the city in refining its approach to smart development.
• Evaluating the city’s progress in meeting the SDGs at the city level. Each indicator is uniquely
connected to different SDGs Targets and Indicators. The results obtained from implementing
the KPIs wold highlight how each smart project has helped cities in reaching the targets of the
SDGs and to what degree.
Dubai, Singapore and Moscow are among the 100 cities worldwide that have partnered with the
U4SSC in piloting these indicators. Their experiences have redefined and improved the indicators to
better reflect the different dimensions of a city. The KPIs for SSC is an ongoing project that constitutes
an important part of ITU’s effort in supporting the transition to smart sustainable cities worldwide.
ITU has published case studies that document the experiences of the participating cities in
implementing the U4SSC KPIs for SSC, including Dubai, Singapore and Moscow (see Box 7 below).
