                              Connecting cities and communities with the Sustainable Development Goals

                ƒ  the interactive engagement model that ensure  addressing the requirements and concerns  of
                    stakeholders such as principals, students and parents;

                ƒ  the strategic selection of the appropriate partners in building the capacity of all staff within the
                    school system by providing a professional development programme in the effective use  of
                    technology to improve the quality of learning for students, ease their transition and adapt to change;
                ƒ  partnerships established with the academic institutions and international companies to provide an
                    annual research measuring the effectiveness of the MBRSLP.
            In 2015, during the programme, there were many formative interactions with different stakeholders, as
            follows:

            The following enablers have made the programme happen:
                ƒ  Leadership: The MBRSLP was launched in 2012 by His Highness Sheikh Mohammed Bin Rashid Al
                    Maktoum, Vice President and Prime Minister of the UAE and the Ruler of Dubai. With the support of
                    the leadership and the strong governance structure, the programme was able to expand at such a
                    quick rate with the right key partners.

                ƒ  Governance: A clear governance structure for the programme at multiple levels will provide strategic
                    guidance, oversight and support to the delivery of the programme. The overarching governance of
                    the MBRSLP is founded upon:
                        ▪   the ‘Higher Committee’, which oversees the programme at a strategic level;
                        ▪   the ‘Executive Committee’,  which  supports the executive delivery of the programme;
                        ▪   the Director General  Mohammed Gheyath  and Senior Management  team  which are
                            responsible for a set of initiatives and accountable for the achievement of the related KPIs.
                ƒ  Financial:  The  MBRSLP is  funded by the  TRA’s fund arm, the Information and Communication
                    Technology Fund (ICT Fund). It supports the programme for the first five years to cover the rollout
                    into all federal schools. The programme allows a phased approach which is reflected directly in its
                    phased financial planning.

                ƒ  Organizational (partnership; private involvement; citizen involvement; project management): This
                    programme was supported by key stakeholders and partners which include academic institutions,
                    international organizations, a project management office and professional development trainers.
