The following enablers have made the programme happen:
Leadership: The MBRSLP was launched in 2012 by His Highness Sheikh Mohammed Bin Rashid Al
Maktoum, Vice President and Prime Minister of the UAE and the Ruler of Dubai. With the support of
the leadership and the strong governance structure, the programme was able to expand at such a
quick rate with the right key partners.
Governance: A clear governance structure for the programme at multiple levels will provide strategic
guidance, oversight and support to the delivery of the programme. The overarching governance of
the MBRSLP is founded upon:
▪ the ‘Higher Committee’, which oversees the programme at a strategic level;
▪ the ‘Executive Committee’, which supports the executive delivery of the programme;
▪ the Director General Mohammed Gheyath and Senior Management team which are
responsible for a set of initiatives and accountable for the achievement of the related KPIs.
Financial: The MBRSLP is funded by the TRA’s fund arm, the Information and Communication
Technology Fund (ICT Fund). It supports the programme for the first five years to cover the rollout
into all federal schools. The programme allows a phased approach which is reflected directly in its
phased financial planning.
Organizational (partnership; private involvement; citizen involvement; project management): This
programme was supported by key stakeholders and partners which include academic institutions,
international organizations, a project management office and professional development trainers.
