             Description

             Rationale /         Higher-level education broadly refers to all post-secondary education, including but

                                 institutions in every country—colleges, technical training institutes, community
                                 colleges, nursing schools, research laboratories, centres of excellence, online
                                 distance learning centres, and many more—forms a network of institutions that
                                 support the production of higher-order capacity necessary for development. (World

                                 Higher education can also be divided into post-secondary non-tertiary. This often
                                 directly prepares students for the labour market. Tertiary level education includes
                                 what is commonly understood as academic education and advanced vocational or
                                 professional education such as Bachelor’s or equivalent level, Master’s or
                                 equivalent level, and Doctoral or equivalent level. (ISCED, 2011)
                                 An improving trend and higher values are considered positive.
