             Rationale /         Education is essential to human development. It is also an indicator of the future
             Interpretation /    potential of a city, its inhabitants and work force.
             Benchmarking        A city should report on public and private enrolment as well as recognized religious
                                 and home schools that meet defined governmental standards.
                                 An improving trend and higher values are considered positive.
             Methodology         Calculate as:
                                 Numerator: Number of students in primary and secondary levels in public and
                                 private schools.
                                 Denominator: Total number of the school aged population.
                                 Multiply by 100

             Data Sources /      Enrolment data can be collected from local school boards / authorities or regional /
