             Rationale /         Monitoring of major streets can allow for the implementation of services to better

             Benchmarking        Monitoring can be done using in-road sensors or cameras (or a combination of the
                                 two).
                                 Cities should report on major streets which would include arterial roads and
                                 highways only. Residential streets should not be included.
                                 An increasing trend and higher values are considered positive.
             Methodology         Calculate as:
                                 Numerator: Length of major streets monitored by ICT (km).
                                 Denominator: Total length of major streets (km).
                                 Multiply by 100
