                INTRODUCTION/BACKGROUND: Ethiopia does not have a national ID card. The nine regional states and two administrative states
                (including Addis Ababa City) each have a regional ID card. Registration and distribution of regional ID cards occurs at the sub-dis-
                trict level. The following information is for the regional card issued in Addis Ababa.
