INTRODUCTION/BACKGROUND: Ethiopia does not have a national ID card. The nine regional states and two administrative states
(including Addis Ababa City) each have a regional ID card. Registration and distribution of regional ID cards occurs at the sub-dis-
trict level. The following information is for the regional card issued in Addis Ababa.

Level of Coverage: Regional identity cards are issued by Kebeles, or neighborhoods centers. These
centers are well-staffed and widespread, providing the infrastructure for the issu-
ance of identity cards. However, there is no direct information on the coverage
