Session 1: WTSA-08, developing countries and Resolution 76
Objectives: This session will review WTSA-08 Resolution addressing
developing countries issues, including a detailed consideration of the
Resolution 76 actions that need to be undertaken by the ITU Study Groups and
ITU to assist developing countries and the ITU mark programme.

Session 2: Conformity assessment and accreditation
Objectives: This session will consider the applicability of the global
system for conformity assessment (ISO/CASCO Toolkit), the role of laboratory
accreditation (ISO/IEC 17025), the supplier’s declaration of conformity (ISO
7050) and the rules for the certification of test results (ISO/IEC Guide 65). It
will also consider actions to support developing countries to bring their
conformity assessment regimes up to global best practice.

Session 3: Mutual Recognition Agreements
Objectives: Mutual recognition of test results and certification of
conformance between countries helps achieve “tested once, accepted
everywhere” and facilitates trade, in particular complying with the WTO
Technical Barriers to Trade (TBT) Agreement. The session will hear the
principles of MRAs and examples of multilateral MRAs (e.g., APEC, ASEAN and
CITEL) and bilateral MRAs (e.g, Singapore/India and EU/USA). It will
consider how the existing agreements might be applied to achieve objectives
of Res. 76.

Session 4: Interoperability – Networks and regulatory issues
Objectives: Some equipment is represented as complying with standards, when
it has not been tested. This session will consider what to do in cases where
the equipment that does not fully meet the standards or contains a range of
additional vendor-specific features that can make interoperability difficult
and expensive to achieve. The session will also consider the roles that
policy makers and regulators could play in increasing the probability of
interoperability.

Session 5: Interoperability – Government and emergency services
Objectives: The growth of e-government requires high levels of
interoperability to link different branches of government and to ensure easy
and high quality interaction with citizens. This session will consider an
area of particular concern, i.e. emergency communications, how to ensure
that those responding are able to communicate effectively and to reply with
efficiency to emergency needs.

Session 6: Test laboratories in developing countries
Objectives: Few developing countries have test laboratories and these are
mostly found in countries with a significant manufacturing base. Many lack
even the minimum facilities needed to ensure public safety. There are
shortages of people, equipment and systems. This session addresses the
measures that need to be undertaken to set up laboratories in the regions,
including the provision of training.

Session 7: Electrical safety and electromagnetic compatibility
Objectives: This session will address health and safety issues for consumers
that require conformity with basic standards for electrical safety and the
electromagnetic emissions of devices that can interfere with other
telecommunication services.
