The
two day Executive Level Training organized by the ITU Telecommunication
Development Bureau (BDT) and infoDev, in cooperation with the Office of
the Telecommunications Authority (OFTA), Hong Kong, China, attracted more
than 50 Senior Executives from 27 countries.

The training was based on the ITU
- infoDev ICT
Regulation Toolkit, and focused on New Technologies, New Thinking:
ICT Regulation in a Changing World. Challenges
posed by new technologies were identified by three regulators in the
first session.
Participants were given an in depth overview of the Toolkit modules. The
toolkit authors focused on: - ICT technologies and how they are
impacting today's regulatory framework - how to create a regulatory
framework for new technologies - legal and institutional challenges -
pricing and interconnection challenges and changes to spectrum
management practices.
Parallel interactive break out sessions were organized on the second day
providing participants with the opportunity to engage in practical
simulation exercises. The break out session on New Technologies took a
closer look at IPTV regulation.
The parallel one of Competition, Interconnection and Pricing
regulation focused on migrating tariff regulation to the NGN and VoIP
environment and included a simulation exercise on mobile roaming. The
following break-out session on Spectrum Management focused on spectrum
trading and holding a public consultation on assigning spectrum for
Broadband Wireless Access services. The parallel one on the Legal and
Institutional issues examined the changes to regulatory structures,
licensing, and foreign investment regulations as a result of new
technologies like VoIP and IPTV.The
training provided participants with the tools to better understand the
impact of new ICT technologies on the regulatory environment, the call
for a new approach to regulation, new thinking, but learning from the
experiences of the past. |

Rapid technological changes are
taking place in the ICT sector, led by the vast deployment of IP
networks, the convergence of fixed and mobile networks and services, and
the advent of next generation networks. These developments call for new
thinking and informed and sound policy/regulatory decisions. ITU and infoDev have jointly developed the online, interactive ICT
Regulation Toolkit to provide regulators and policy makers with the
tools they need to create an enabling environment that will ensure a
digital world for all.
The
Toolkit consists of a
series of modules, including Competition, Interconnection and Price
Regulation, Legal and Institutional Framework, Radio Spectrum Management
and the impact of New Technologies on regulatory practices.
The authors of these modules facilitated the training. |
