Description

The National Broadcasting and Telecommunications Commission (NBTC) of Thailand has its mandate to put in place regulatory frameworks for telecommunications services which include satellite services in Thailand. The International Telecommunication Union (ITU), pursuant to the outcomes of WTDC-2010, is also mandated to assist member countries and regulators in spectrum management and radio monitoring as well as ensuring quality of services including satellite communications.

Considering the above and in order for Thailand to put in place an enabling environment for fair competition and effective use of spectrum resource particularly for satellite systems and communications, ITU and NBTC are implementing a project on study and human capacity building on satellite service regulatory framework in Thailand. The project aims at:

  • Conducting a study on satellite systems and communications focusing on regulation for satellite services in Thailand taking into account international experiences and practices
  • Human capacity building on related subject matters for the Office of NBTC and for public and private sectors in Thailand

Achievements

Comprehensive study report including, the following subjects:

  • Introduction of satellite systems and communications
  • Global satellite systems and communications
  • International regulatory framework
  • Satellite broadband communications
  • Use of satellite for public protection and disaster relief
  • National assessment on satellite communications and services in Thailand
  • Diagnostic options for national strategies, policy and regulations
  • Recommendations and ways forward.

Two workshop were organised during expert missions i.e. 17 Sep 2014 and 31 Oct – 1 Nov 2014

ITU and NBTC successfully organized an International Satellite Symposium 2014: First Licence and Renewals, during 18th – 19th September 2014 in Bangkok, Thailand. 

Over 200 participants from government and industry as well as academia and R&D organizations attended the Symposium and almost half of them were international participants. The two-day event was the first of the kind symposium organized by ITU. It featured a unique platform for the government/authorities and the industry to meet and discuss issues, challenges, and opportunities in the satellite industry.

The ITU International Satellite Symposium 2015 “Satellite Regulation, Market, Technology Trends and Industry Opportunities” was organised from 30 September to 1 October 2015 at Vinpearl Luxury Danang Hotel in Da Nang City, Vietnam. The Symposium was preceded by one-day ITU Workshop on the Efficient Use of the Spectrum/Orbit Resource to be held at the same venue on 29 September 2015. The events are kindly hosted by the Authority of Radio Frequency Management (ARFM), Ministry of Information and Communications of Vietnam.

The symposium and workshop were attended by 137 participants from 27 countries.
