Title Roadmap for Transition from Analogue to Digital TV Broadcasting in Thailand
Description

The National Broadcasting and Telecommunications Commission (NBTC) of Thailand has its mandates to put in place policy and regulatory frameworks and ensuring digital broadcasting services in Thailand. The International Telecommunication Union (ITU), pursuant to the outcomes of WTDC-2010, is also mandated to assist member countries and regulators in smooth transition from analogue to digital terrestrial TV broadcasting.
Considering the above and in order for Thailand to smoothly migrate from analogue to digital broadcasting, ITU and NBTC are implementing a project on transition from analogue to digital TV broadcasting in Thailand. Under this project, the following results are expected, among others:
- Revision and finalization of roadmap on the transition from analogue to digital broadcasting;
- Policy and regulatory frameworks for DTTB including spectrum-related and broadcasting service licence-related matters;
- Technical evaluation of a trial/pilot transmission of digital terrestrial TV broadcasting project in Thailand;
- Enhanced skills of the Office of NBTC, and other relevant local stakeholders.

Achievements
The project produced the following reports:
1) Project Inception Report;
2) Roadmap on Migration from Analogue to Digital TV Broadcasting;
3) Regulatory Impact Assessment (RIA) on Migration from Analogue to Digital TV Broadcasting;
 
The project produced the following drafts of policy and regulation:
1) Spectrum Management Policy;
2) Frequency Plan including Capacity and Coverage Planning Reports including Plan Verification Report and Detailed Planning of the 39 DTTB Main Sites;
3) ASO Planning and Options for Utilization of the Digital Dividend Reports including DSO Communication Strategy and several ASO Scenarios Reports (and PPT Presentations);
4) Broadcasting-related Licensing Framework including Licensing Procedures, Terms and Conditions for Network and Facility licenses, Public Service Broadcasting Licensing, Business Service Licensing Procedure, Must-carry Regulations and Multiplex Loading;
5) Network and Infrastructure Sharing Policy and Regulation for Digital TV including presentation decks on Facility sharing and Reports on the Reference Offer for Network Operator and Facility Services;
6) Draft Notifications, Licence Terms and Conditions (public, commercial, and community licenses which need to be considered further).

The project produced a number of reports on Auction Reference Document for assigning business service licences in Thailand and associated input documents and presentations (including check lists and IM). Several memos on Draft notifications.
Evaluation Report on Digital Broadcasting Trial / Pilot including Case Studies, Indicators, and Standards
 
The project produced the following drafts of policy and regulation:
1) DSO Communication Strategy and several ASO Scenarios Reports (and presentation decks);
2) ASO Communication Plan.

The project produced the following drafts of policy and regulation:
1) Initial Network Architecture Plan including Network Operators Reference Offer document;
2) Common Multiplex Operation Implementation Plan including several Multiplex Loading Reports and Presentations;
3) Source coding and multiplex composition;
4) Choice of the DVB-T2 system variant.

Through training workshops, hands-on training, and national seminar, over 60 officers of NBTC were trained.
