Title Telecentre Applications and Services
Description Over a thousand telecentres were established in Thailand nationwide and 400 more are being established by the National Broadcasting and Telecommunications Commission (NBTC) under the Universal Service Obligation framework and its Universal Service Fund. In view of sustainability, these telecentres need close monitoring and evaluation in regular intervals. More importantly, stimulating user demand is equally important to provision of supply. To promote the ICT uptake or the demand, variety and diversity of ICT services and applications must be available. In this regard, this project aims to develop various telecentre front-end applications and e-services for telecentres in key areas such as education, agriculture, and community e-commerce. Besides, the project will also develop Telecentre Network Management System (TNMS) and applications as for managing and monitoring telecentres to be deployed. ITU and NBTC have agreed to jointly implement the project in cooperation with the Ministry of ICT, Thailand and in open partnerships with local and international partners.

Achievements
The following components were developed under the Telecentre Toolkit :
Telecentre Guidebook
Self-assessment for telecentre setup
Business plan development tool

Software applications were developed including the following components: Operating software; Office applications; Multi-media software applications; Content Management System (CMS); and Web development tools.

Software applications for operators also included the following functions:
User management system
Billing system
Accounting system
Reporting system
Database and Database Management System (DBMS)
Security system

A Telecentre Network Management System (TNMS) was developed including 
Configuration management (CM)
Fault management (FM)
Performance management (PM)
Account management (AM)
Security management (SM)

Developer’s, Administrator’s and User’s handbooks (in Thai and English / both printed and electronic versions), including:
Technical design and specifications
Manuals
Troubleshooting
Source code
The following components were developed under the Telecentre Toolkit :
Telecentre Guidebook
Self-assessment for telecentre setup
Business plan development tool

Human resource development programmes for telecentre operators, project team members and relevant stakeholders were implemented benefiting over 400 people in rural communities.

A final report was developed including key indicators for telecentre performance measuring.

More than 100 telecentres set up in 2012 were evaluated using the TNMS
