Description
In the Asia-Pacific Region, the ITU is presently implementing numerous activities and country specific actions relating to telecommunication/ICT policy and regulatory cooperation, rural communications/infrastructure development, NGN planning, disaster/emergency communications, digital broadcasting and unique telecommunication/ICT needs of Pacific Islands and Small Island Developing States (SIDS).
The focus of this project will be to continue these activities while maintaining the collaborative efforts between the Department of Broadband Communications and the Digital Economy (DBCDE) and ITU in assisting members within the Asia-Pacific Region with relevant telecommunications assistance, such as organizing trainings and workshops, and providing country specific actions in response to specific ICT related needs.
To implement activities that would work towards addressing these needs, DBCDE and ITU have signed a MoU in March 2010 wherein a contribution of CHF 591'000 has been made by DBCDE. In addition, Projects 9RAS06021, 9RAS07023, and 9RAS05019 have been successfully implemented and the remaining funds from each project originating from DBCDE (or formerly known as DCITA) will be transferred to this particular project. Details of the activities that will be carried out under this project are described herein.

Achievements

ITU and the Secretariat of the Pacific Community (SPC) jointly organised the “Special ICT Ministerial Forum” held on 11th April 2011 in Noumea, New Caledonia, in cooperation with the UN-ESCAP) and in support from the Australian Government and the European Union.

ITU and ESCAP jointly convened the Asia-Pacific Regional Forum on ICT Applications, held in Bangkok, Thailand from 18 to 21 May 2011 at UNCC. The Forum was hosted by the Ministry of ICT Thailand and supported by DBCDE, and NBTC (Thailand). The Forum welcomed 173 participants from 17 countries. 

The Training Workshop was organized from 23-25 May 2011, back-to-back with the Asia-Pacific Regional Forum on ICT Applications. The Workshop was supported by DBCDE for recruitment of speakers and for seminar support. It also received sponsorship from Intel and organized in partnership with Telecentre.org Foundation. The Workshop welcomed 40 participants from 10 countries. 

ITU initiated a project on development of Mongolian Text-To-Speech in 2010. The project is supported by AMD and the Australian Government and is implemented in partnerships with the National Electronic and Computer Technology Center (NECTEC) of Thailand, the National IT Park (NITP) of Mongolia, the National University of Mongolian (NUM), and the Mongolian National Federation of the Blinds (MNFB). The first Mongolia TTS was launched at the opening of 90th ICT EXPO on 27th May 2011 in Mongolia.
