Regional Level i. Holding workshops / seminars on Cybersecurity, NGN Planning; ii. Conducting a training workshop for newly emerged / emerging regulators; iii. Organizing regional training on current Telecom/ICT policies and regulations; iv. Providing expert advice to assist countries in drafting, reviewing, improving their regulatory frameworks and in developing long term plans and strategies for its national telecommunications sector. Sub-Regional Level v. Assist in developing a Disaster Communication implementation plan with PITA and PICs; vi. Providing specific expert assistance on regulatory issues based on country’s needs and status of reform; vii. Providing expert assistance on framing rural communication implementation plans; viii. Providing assistance on building Cybersecurity frameworks in developing countries; ix. Providing expert assistance on drafting and reviewing ICT laws / Cyber legislation; x. Providing partial support to MCTs in three PICs already being supported by the ITU DAP 2007: Tonga, Papua New Guinea and Marshall Islands. Seminars and Workshops • Support to workshop for Emerging Regulators: (26-27 Oct 2007, Vientiane, Lao PDR). Participated by more than 35 delegates from 13 countries. • Support to ICT Applications for Rural Communication Development Workshop: (28-30 Nov 200,; Bali, Indonesia). Participated by more than 70 delegates from 17 countries. • ITU Regional Cybersecurity Forum for Asia-Pacific and Seminar on the Economics of Cybersecurity: (15-18 July 2008, Brisbane, Australia) The DBCDE, Government of Australia, hosted with over 72 participants from 26 countries. • Support to the Forum on Next Generation Telecommunication: (13-16 October 2008, Sydney, Australia). A Forum on Next Generation Telecommunication was jointly organization by ITU, APT and PITA, which was attended by 125 delegates from 20 countries. The Forum also served as a preparatory for the Pacific ICT Ministerial Forum held in Tonga from 17-20 February 2009. • Expertise and fellowship support to high level meeting for Cambodia Laos Myanmar and Vietnam: (24-28 November 2008, Cambodia). • Feasibility study for establishment of PACIFIC CERT was carried out and the report has been finalized. (Report available at http://www.itu.int/ITU-D/asp/CMS/Docs/Interrim_PacificCERT_Report.pdf). • Asia-Pacific Regional Forum on Mainstreaming ICT Accessibility for Persons with Disabilities: The project supported the Asia-Pacific Regional Forum on Mainstreaming ICT Accessibility for Persons with Disabilities in Bangkok, Thailand, 25-27 August 2009. • Training for Pacific Island countries (Oct / Nov 2007): Fellowship to Pacific Island Countries attend ACMA training program. • Fellowship to Pacific Islands Countries to participate in GSR 2008 (10-13 March10-13 2008). Direct Country Assistances • Cost Model for Tariffs and Interconnection for Kiribati (2008-2009): A cost model was developed for the Regulatory Authority in Kiribati to determine tariffs and interconnection rates. • Infrastructure Sharing (2008-2009): Technical assistance was provided to Afghanistan Telecom Regulatory Authority to identify suitable tower for infrastructure sharing with technical design and recommendation for sharing. • Developing Licensing framework in Laos (2008) This provided assistance to the National Authority for Posts and Telecommunications of Lao PDR on institutionalizing an appropriate licensing regime in the country. • Developing a Spectrum Management framework for Samoa (2008): Assistance was provided to Samoa Regulator for developing a spectrum management framework. • Support to provisioning of MCT: Assistance was provided to partially support the establishment of MCTs in Tonga, PNG and Marshall Islands. • NGN Planning Case Study in Thailand (2008-2009): This action was aimed at providing technical assistance to TOT for NGN Access Network Planning.
• The activities undertaken have significantly contributed to meeting the objectives set out in the project. • The project has significantly strengthened the capacity of countries in handling competition and has provided timely assistance specifically to Pacific Islands Countries. • The project has also strengthened the ongoing initiatives on the regional basis in areas of Regulatory Reform and Cybersecurity policy, a prerequisite for good governance in ICT. • The project significantly raised the regional presence of ITU in Asia Pacific region.
