The project was successfully implemented and achieved its objective to support the building of human and institutional capacity for the Spanish and Portuguese speaking countries in Africa in various telecom/ICT related fields, through the implementation of various training programs and developing local skills for sustainability. The project was implemented through the delivery of both face to face and on-line workshops, and exchange of experiences and best practices The program would focus on key domains such as Telecom Policies and Regulations, Business Management, Rural ICT Development, and ICT New Technologies and Services.

In view of the move towards a single integrated Centre of Excellence in Africa, links were also maintained between the networks established under this project and those set up under the Africa CoE project. Such links facilitated exchange of skills, experts, content as well as experiences in telecommunications/ICT development.
