| Achievements |
The project strengthened spectrum management capabilities in developing countries by supporting the establishment of foundational national spectrum management systems and frameworks. Technical assistance was provided to beneficiary countries to assess existing spectrum management arrangements and develop the legal, administrative and institutional foundations required for effective spectrum governance. The project directly assisted nine countries, namely Uganda, Seychelles, Sudan, Haiti, Sri Lanka, São Tomé and Príncipe, Cambodia, Timor-Leste and Somalia, in strengthening core elements of their national spectrum management systems. Support covered regulatory frameworks, administrative processes and institutional arrangements necessary for effective spectrum planning and management. Capacity development represented a major component of the project. National seminars, direct assistance missions and regional workshops enhanced the knowledge and skills of spectrum management professionals and regulators. More than 135 participants received training through project-supported activities, including workshops organised in cooperation with regional regulatory organizations and national administrations. The project also modernized and expanded technical resources available to spectrum managers. The Spectrum Management Training Programme (SMTP) was updated and a new self-paced training module was developed through the ITU Academy. In parallel, the SMS4DC spectrum management software was enhanced and updated to reflect decisions from WRC-23 and improvements in database architecture. By combining technical assistance, capacity building and modernized spectrum management tools, the project strengthened national and regional spectrum management capabilities and supported more efficient, transparent and sustainable use of radio-frequency resources in beneficiary countries. |
