| Achievements |
The project strengthened ICT governance and digital transformation efforts in Central Africa through a comprehensive assessment of policy and regulatory frameworks across eleven ECCAS and CEMAC countries. By generating evidence-based analysis and benchmarking results, the project provided governments and regional institutions with a clearer understanding of strengths, gaps and priorities for future digital development. Extensive data collection missions were conducted across all beneficiary countries in collaboration with national and regional stakeholders. The project gathered and analysed information on ICT policies, legal frameworks and regulatory practices, creating a robust evidence base for assessing the maturity of digital governance ecosystems throughout the region. The project completed an in-depth benchmarking exercise using the ITU Unified Framework, assessing performance across key dimensions including digital policy, regulatory capacity, governance, stakeholder engagement, market regulation and regional cooperation. The analysis evaluated considerably more indicators than initially planned and generated comprehensive country-level insights to support policy reform and regulatory modernization. A regional workshop held in Equatorial Guinea brought together governments, regulators and regional stakeholders to review findings and discuss future actions. Building on the benchmarking results, the project initiated the development of eleven national roadmaps and one regional roadmap designed to address identified gaps and provide actionable recommendations for strengthening ICT governance and regional digital integration. Through improved evidence, regional dialogue and strategic planning tools, the project laid the groundwork for more effective ICT policymaking, stronger regulatory institutions and enhanced regional cooperation in support of sustainable digital transformation across Central Africa.
