Description

This project aims at supporting Latin American countries to identify best practices in the development and implementation of community networks, as innovative connectivity solutions in rural and isolated areas, as well as their technical, regulatory and human capital requirements so that they are consolidated as a viable alternative in territories with limited digital infrastructure.

Achievements

it is expected to generate and disseminate technical, economic, and regulatory

knowledge that allows the implementation of community network models capable of providing

connectivity to isolated areas in a sustainable way to the countries of the region with potential

scalability and replicability. The following results are expected:


1. Identify efficient community network models developed with the minimum requirements for

such models and the technical, regulatory, economical, financing models and other potential

solutions for issues that may arise during implementation and functioning of the different models.

2. Best policies and regulatory practices related to community networks including licensing and

spectrum management regulations and practices are identified and shared.

3. National toolkits developed to the benefit of ITU and CAF Members in the Americas region, with

guidelines to develop community networks and appropriate regulatory frameworks. Guidelines

for the implementation and maintenance of networks with visual support (video or images)

translated into aboriginal languages when appropriate.

4. Enhanced human capacity through delivery of training to local community members and

equipment for the creation of at least one community network in each of the Beneficiary Countries

and provide ad-hoc assistance to overcome specific obstacles, creating long-term sustainability

conditions for the newly built networks.

5. At least one meeting in Central America and one in South America for policies decision-makers,

regulators and community leaders in which experiences on community networks implemented

within the Project will be showcased and discussed.
