The CIRT has a key role to play in supporting the Government of the Kyrgyz Republic in addressing cybersecurity-related issues at the national level as this pertains to preparing for, detecting, managing, and responding to cyber incidents if and when they occur. However, implementing an incident management mechanism requires consideration for funding, human resources, training, technological capability, government and private sector relationships, and legal requirements. 


Taking the foregoing into consideration, developing countries, with limited human, institutional and financial resources face particular challenges in elaboration and implementation of national policies and frameworks for cybersecurity and critical information infrastructure protection. This project is expected to increase national cybersecurity capacity while moving forward on enhancing regional and international collaboration. The main goal of the project is to assist the Ministry of Digital Development of the Kyrgyz Republic (MDD), to assess their current cybersecurity capabilities and to establish its Computer Incident Response Team (CIRT), to serve as a trusted, central coordination point of contact for cybersecurity, aimed at identifying, defending responding and managing cyber threats.

Achievements

  1. The project strengthened national cybersecurity capabilities in the Kyrgyz Republic through the establishment of a Computer Incident Response Team (CIRT) as a central national mechanism for detecting, coordinating and responding to cybersecurity incidents. The initiative supported the country’s efforts to improve resilience against cyber threats and enhance the security of its digital infrastructure.

    A fully operational national CIRT was established and became a trusted focal point for cybersecurity incident management and coordination. The project supported the design, procurement, setup and operationalization of the CIRT, providing the institutional and technical foundations required for effective cybersecurity response and coordination activities.

    The project also focused on developing national expertise and operational capacity. Government officials received specialized training enabling them to manage, operate and sustain the CIRT and to strengthen national preparedness for cybersecurity incidents. This capacity-building component helped ensure that the newly established institution could continue functioning effectively beyond the project period.

    A strategic roadmap for cybersecurity development was prepared and agreed with national stakeholders. The roadmap provided guidance for strengthening cybersecurity governance, promoting a culture of cybersecurity and supporting the continued evolution of national cybersecurity capabilities as part of broader digital development efforts.

    Through the creation of permanent institutional capacity, the development of skilled personnel and the establishment of a long-term strategic framework, the project laid the foundations for a stronger national cybersecurity ecosystem and enhanced cooperation in addressing cyber threats at national, regional and international levels.
