Rural networks pilot project in Armenia

The project successfully piloted a new approach to extending backhaul networks in rural and mountainous areas of Armenia. Through comprehensive technical design, network planning, and cost-efficient implementation, the project delivered 18,000 metres of fibre-optic broadband infrastructure to six rural villages in the Ararat Province: Zangakatun, Vardashat, Urtsalanj, Lanjar, Landjanist, and Lusashogh. This achievement brought high-speed Internet access to approximately 1,500 households that had previously lacked reliable connectivity.

The project also developed a replicable pilot model for expanding connectivity in rural and underserved areas, which served as a blueprint for future scaling. Five additional target villages across three provinces (Ararat, Vayots Dzor, and Gegharkunik) were identified for potential future expansion, demonstrating the scalability of the approach beyond the initial implementation area.

A significant component of the project focused on building digital literacy and entrepreneurial capacity among community members. A total of 431 residents received training across seven thematic areas, including digital literacy, Internet safety, media literacy, communication tools, mobile photography, digital entrepreneurship, and Microsoft Office skills. At the conclusion of the training programme, participants received certificates co-signed by the Community Networks Development Foundation and the Union of Operators of Armenia.

The broadband access delivered through the project enabled small businesses in the beneficiary villages to reach wider markets and created new economic growth opportunities. Community members reported tangible benefits, including the ability to present products on online platforms, conduct digital banking transactions, and explore tourism-related business ventures. The project demonstrated that providing Internet access, combined with targeted digital skills training, can serve as a catalyst for socio-economic development in rural communities.

Strong collaboration with the Ministry of High-Tech Industry of the Republic of Armenia, the Union of Telecom Operators of Armenia, ISOC Armenia, and local authorities in the beneficiary region was instrumental to the success of the project. All project funds were fully utilized, with only USD 1,111 remaining due to exchange rate adjustments. The project was implemented in partnership with the Ministry of High-Tech Industry as the primary funding partner.
