Following a decision by the Radiocommunication Assembly 1997, a Patent statement and licensing declaration information system containing information on those statements relating to ITU-R Recommendations was developed and is available for consultation online. The database also contains the software copyright statements and licensing declarations as required by the ITU Software Copyright Guidelines.
The ITU-R database is not certified to be either accurate or complete, but only reflects the information communicated to the BR. As such, it may be viewed as simply raising a flag to alert interested parties that they might wish to contact the organization who have communicated patent statements and software copyright licence to the BR in order to determine if patent or software licences must be obtained for application of a particular ITU-R Recommendation. The ITU has received information on patents and software copyright licence registered in territories not officially recognized by ITU Member States. The ITU-R database contains:
- the ITU-R Recommendation number to which the statement refers;
- the declared patent policy or software declaration of the organization in its communication to the BR;
- information on the patent or software copyright licence (country in which the patent has been obtained: status, number, etc.);
- the date when the patent or software copyright statement was received at the BR;
- the organization that holds the patent or the software copyright and its contact address, telephone, fax and email.
