Frequently Asked Questions

1. How to distinguish between Planned and Non-Planned Services?

​Non-planned Services (Coordination procedures with the aim of efficiency of orbit/spectrum use and interference-free operation satisfying actual requirements), which include:

    • geostationary-satellite networks: in all services and frequency bands except those concerning Planned Services;
    • non-geostationary- satellite networks: in certain frequency bands governed by the No. 9.11A procedure, which are subject to advance publication and coordination procedures;
    • other non-geostationary-satellite networks: all pertinent services and certain frequency bands, for which only the advance publication procedure is required before notification.

Planned Services (A priori planning procedures guaranteeing equitable access to orbit/spectrum resources for future use), which include:

    • the Allotment Plan for the Fixed-Satellite Service (FSS) using part of the 4/6 and 10‑11/12‑13 GHz frequency bands contained in Appendix 30B;
    • the Plan for the Broadcasting-Satellite Service (BSS) in the frequency band 11.7-12.7 GHz (Appendix 30) and the associated Plan for feeder links in the 14 GHz and 17 GHz frequency bands (Appendix 30A);
    • the Space Operations Functions in support of the operation of geostationary-satellite networks in the Broadcasting-Satellite Service (BSS) in accordance of Article 2A of Appendices 30 and 30A.

2. When an administration wishes to submit a coordination request which covers various frequency assignments, including frequency assignments in the BSS (Region 1 and 3 ) in the band 21.4 – 22 GHz ; does it need to submit the band 21.4-22 GHz in a different .mdb file or ITU will split it accordingly?

Both are applicable. If not yet split, ITU will do the split and will be published in different special section (CR/F) 

 

3. Before to submit the Notification of an Earth Station to ITU, do I have to check if the associated Space Station is notified?

Yes. According to the Rules of Procedure associated to RR.11.32, paragraph  2.1.2.1, an earth station cannot be recorded in the MIFR before than its associated Space Station. Otherwise, unfavorable finding under 11.32 would be issued. The satellite name and beam names to be provided are those notified to the ITU ( no commercial name ).
