A series of
open-ended intergovernmental preparatory committees (PrepComs)
was used as the starting point to define the agenda for the
World Summit on the Information Society (WSIS). An initial
proposal on the themes of the Summit was
prepared for the consideration of the committees for the first PrepCom (1-5
July 2002)

The central requirement for
setting the agenda and determining the possible themes
for the Summit is that the process be transparent and
inclusive. For that reason, parties were invited to
submit contributions and comments
to the development of the themes. The
contributions were posted
on the website, in their original language, unless the
contributing party had
specifically requested that they should not be.
