The Plenipotentiary Conference, in Resolution 2 (Revised,
Marrakesh, 2002), decided to establish (Kyoto, 1994) and maintain (Minneapolis,
1998) the World Telecommunication Policy Forum as a venue for discussing
strategies and policies of high current policy interest in the changing
telecommunication environment, with non-binding outcomes.

Resolution 2 (Marrakesh 2002) states that “in order
to ensure that they are well focused, discussions at the world telecommunication
policy forum shall be based on a report by the Secretary-General prepared
in accordance with a procedure adopted by the Council and based on the
views of Member States and Sector Members".

In accordance with the Decision by the ITU Council, ITU
Secretary-General will convene a balanced, Informal Expert Group to
assist in the successive stages of the preparatory process. The first
meeting of the Group took place on 24 June 2008.
The next meeting will be held in ITU, on 24-25 November 2008.
In keeping with previous practice, an Information
Session will be held prior to the Forum on 21st April 2009.
The Forum will be held at the Lisboa Congress Center, in Lisbon,
Portugal, from 22 to 24 April 2009.
