Description

Project Objective: This project focuses on the digitization of the low-altitude economic industry, aiming to build a "province-city-district-county integrated" low-altitude intelligent dispatch and supervision platform. It utilizes CIM digital twin technology to connect the entire service chain of "military, local government, and civilians", addressing industry pain points.
Achievements and impacts: In terms of economic benefits, scientific planning has significantly reduced the initial investment costs of infrastructure; in terms of operational costs, 4D route planning has increased efficiency by 96%, greatly freeing up manpower; in terms of social value, it has achieved 0% missed detection of flight conflicts and 100% interception of high-risk tasks, establishing a solid safety bottom line; in terms of industry benefits, it has broken management barriers and taken the lead in formulating multiple core standards; in terms of strategic value, it has built an autonomous and controllable national-level digital platform, seizing the international technological high ground and exporting the "Chinese solution" for the development of the low-altitude economy.

The core replicability of this project is based on standardized technical architecture, patterned deployment solutions, mature cross domain collaboration mechanisms, and validated large-scale applications.
Standardization of technical architecture: The project adopts an independently controllable and highly scalable "8-layer layered architecture", building a clear decoupling system of "one base, three centers, and four modules". This modular design allows for flexible combination of core engines and local customization requirements, providing a solid technological foundation for achieving rapid replication across different locations.
Diversified deployment modes: The platform supports a dual deployment mode of localization and SaaS, and has formed a standardized product suite. The SaaS based "on-demand subscription" model significantly reduces the initial usage threshold and cost for small and medium-sized counties, enabling regions with different economic levels and information foundations to find suitable access paths, accelerating the promotion speed.
Scale verification foundation: The project has been successfully deployed and operated on a regular basis in 36 cities across 16 provinces in China, including Suzhou, Hangzhou, Tianjin, and Hefei. We have fully integrated with 41 operating companies such as Meituan and SF Express on the Suzhou platform, ensuring over 25000 flights. These "turnkey" delivery experiences and operational plans, validated by massive real-world data, provide stable and reliable models and confidence support for replication and promotion to other provinces and cities across the country, especially in regional integration areas.
In summary, the project has a solid foundation for rapid, efficient, and low-cost replication nationwide through the core capabilities of "standardized products+flexible deployment+scale verification".


Sustainability

The sustainability of this project is reflected in multiple dimensions such as a continuously evolving technological moat, a clear economic return model, extensive ecological aggregation capabilities, and profound strategic value.
Continuous technological evolution: The project has developed a clear three-phase evolution implementation plan (2026-2028), with the goal of evolving from a "service closed loop" to a "high-capacity intelligent brain" that supports the "interconnection of thousands of machines". By continuously investing in core technologies such as "Extreme Operations Research", "All Factor Grid", and "Automatic Route Planning", the sustainability of technological intergenerational leadership advantages has been ensured.
Economic benefit driven: The project has created significant economic benefits, providing impetus for sustainable operation. It achieves a dual reduction in investment and operating costs for both the government and operating enterprises through scientific infrastructure layout and micro management.
Ecological and standard leadership: The project is committed to leveraging the role of central enterprises as "chain leaders", building a "military civilian collaborative ecosystem", and actively promoting the transformation of enterprise technical specifications verified in practice into national and industry standards.
National strategic alignment: The project has a completely independent and controllable low altitude core algorithm and digital base, actively responding to the strategic requirements of the country's development of "new quality productivity". The "China Plan" for urban level low altitude governance created serves the overall national situation and provides long-term policy support and development space for the project.
Therefore, the project has established a self reinforcing and sustainable development loop at the technical, economic, industrial, and strategic levels, possessing strong endogenous sustainability.


WSIS values promotion

This project has effectively promoted multiple key WSIS values in the technology community, industry community, and governance community through its core practices Promoting "Smart Cities for Development" and "Access to Information and Knowledge": The project reduces the threshold for cities of different sizes to access advanced low altitude management technologies by building a universal SaaS platform, which helps narrow the "digital divide" between regions and allows more communities to share the dividends of low altitude economic development in the digital age, promoting the construction of an inclusive information society. Promoting "multi stakeholder collaboration" and "smart city environmental empowerment": The project successfully connects the "military, local, and civilian" collaboration mechanism and the "provincial, municipal, district, and county" four level linkage system, which is a vivid practice of the multi stakeholder cooperation governance model advocated by WSIS in the field of low altitude economy. It breaks down data silos and establishes an efficient collaborative community governance paradigm. Promoting 'Building Trust and Safe Use': The project's pioneering digital SORA endogenous security system upgrades security from manual experience judgment to a data-driven quantitative model (with a 100% interception rate for high-risk tasks and a 0% missed detection rate for conflict detection), greatly enhancing the predictability and safety of low altitude flight activities. This establishes a crucial digital trust foundation for all participants in low altitude economic activities and is an indispensable component of a secure and reliable information society. In summary, this project has systematically and substantively promoted the core values of promoting inclusive development, capacity building, collaborative governance, and security trust advocated by WSIS within the community through its technological path, business model, ecological construction, and governance practices.
