Ms. Mubaraka Ibrahim
Ms. Mubaraka Ibrahim Acting Chief Information Officer Emirates Health Services, United Arab Emirates

Mubaraka Ibrahim is a widely-lauded digital transformation leader in the medical and government space. Currently acting as CIO of the Information Sector and as Director of Health Information Systems in the recently-formed Emirates Health Services Establishment, her 20 year career track record includes previous deputyship of all computing functions at the UAE’s Ministry of Health and Prevention (MOHAP), where she led 160+ key personnel towards multiple federal healthcare technology projects such as the Riayati (National Unified Medical Record) patient integrations and Tatmeen (Track & Trace) for securing pharmaceutical supply chains that uphold post-pandemic resiliency.

Academically, Mubaraka is a Master of Information Management Systems from the American University in Washington, D.C., and holds a Healthcare Leadership Diploma from the Harvard School of Public Health, with a Bachelor’s degree in Computer Science from Kuwait University.


Mr. Ali Juma AlAjme

Ali Alajme is a highly performing and innovative C-level leadership and management executive with wealth of experience on delivering impactful and lasting change by unlocking talents and building teams. With the rich experience of 17 years on private and government sector, he has successfully delivered initiatives and mass project on national level by improving operational efficiency and enhancing customer experience.

Ali has proven track record on solving complex business problems and creating value through his focus on people, process, financials, and technology. He is a transformational leader who create shared vision and leads by example to build, empower, and motivate multi-cultural, cross functional teams to achieve shared and common outcomes. 

In April 2021, Ali was appointed as Smart Health Department Director in Ministry of health and prevention to deliver highly complex initiatives on a national level where he delivered a step change in performance and operational excellence to ensure successful scale up on public and private sector on delivery of the services.

His recent project is the national unified medical record (RIAYATI) project where all medical healthcare facilities need to be linked, accommodate 9.5 million medical records of UAE citizens, increased the awareness of of digital health to almost 88000 healthcare workers with almost 90% adoption who will be able to access 2 billion clinical data record. Ali is leading an initiative for eClaim system which resulted in linking 40 payers and more than 1000 healthcare providers on a digitalized platform to maintain 4 million medical claims with smooth onboarding.

Ali led initiatives to make sure the organization get multiple awards such the prestigious award from H. H. Shaikh Mohammed bin Rashid Almaktoum in Government summit 2 years in a raw (2014-2015) as the best mobile services in healthcare. He led a digital platform Initiative (SHEFAA) which got the highly esteemed Award from Information Telecommunication Union (2021) which highly contributed on UAE competitiveness in the SDG. He was also chosen as one of top CIO in middle east and CIO of year 2020 and top 50 CIOs in ME22 due to his resilience to overcome the pandemic by leveraging technology, innovation customer experience.

Ali is an alumni of UAE executive leaders from Prime Minister Office national leaders program, MBR Government innovation program and Government knowledge exchange trainer who enjoy sharing knowledge and empower others with knowledge, experience and mentorship. He trained more than 30,000 audiences from different industries in multiple sessions and conferences.
