Over the past couple of decades, Lithuania has undergone an impressive digital transformation journey, evolving from a "digital dilettante" in the early 2000s to a nation that now ranks highly in global digital government indexes and boasts numerous digital success stories. As Lithuania celebrates its 100th anniversary of membership in the International Telecommunications Union, it's a momentous occasion to reflect on the country's digital achievements, the effective strategies employed, the valuable lessons learned, and the benefits that can be shared with other nations around the world.
During this session, participants from both the public and private sectors will share their perspectives, discuss the practical "tips and tricks" they have discovered on their journey to digital transformation and offer insights into what has worked, why it has worked, and how these successes can be replicated. Through intergovernmental and intersectoral cooperation and co-creation, this session will advance the practical implementation of the World Summit on the Information Society's vision to establish human rights based, inclusive, and development-oriented information society worldwide.

Eglė Markevičiūtė is Vice-Minister of the Economy and Innovation since December 2020 overseeing such areas of activities as the state information resources, the development of information society, the technology, innovation and space policy, the cooperation of business and science.
Before joining the Ministry of the Economy and Innovation, she was engaged in individual activities as a lobbyist, was a Policy and Public Relations Consultant, worked as Chief Official of the Economics and Investment at the Vilnius City Municipality Administration, was a Project Manager at the Lithuanian Free Market institute.
In 2016, she obtained Master of Political Sciences (Eastern Europe and Russia) at the Institute of International Relations and Political Science of the Vilnius University, and in 2012 graduated as a Bachelor of Political Science at the Institute of International Relations and Political Science of Vilnius University.

Tomas Lamanauskas took office as Deputy Secretary-General of the International Telecommunication Union (ITU) on 1 January 2023. In this key elected role, he assists the ITU Secretary-General with managing the organization, addressing the needs of ITU's unique, global public-private membership, and pursuing key strategic objectives to promote inclusive digital transformation in line with sustainable development.
Prior to his election by ITU Member States in September 2022, Mr Lamanauskas held senior executive positions with national regulatory authorities in Europe, the Middle East, and the Caribbean, and as a senior government advisor on telecommunications issues in the Pacific region. He previously led corporate strategy at ITU and public policy for multinational technology and communications company VEON
In more than 20 years as a strategist focused on telecommunications and digital technologies, he has guided multicultural, multidisciplinary teams through challenging times and transformative changes.
Mr Lamanauskas holds a Sloan Master's Degree in Leadership and Strategy from the London Business School (UK), a Master's in Public Administration from the Harvard Kennedy School (US), a Master's in Telecommunications Regulation and Policy from the University of the West Indies (Trinidad and Tobago), and a Master of Laws from Vilnius University (Lithuania).
He began his career as a computer science teacher at Vilnius Lyceum in his native Lithuania.

Ms. J. Šovienė has 20-year experience in competition policy, regulation and strategy including leading positions at the Lithuanian Competition Council. She also served as Chief Legal Adviser to the President of Lithuania holding position of the Head of Legal Affairs Group at the Office of the President of the Republic of Lithuania. Ms J. Šovienė has more than 10-year experience as the Senior Expert/Project Manager in a number of EU projects in the field of competition law.
Ms. J. Šovienė has experience in Academia too as the former Member of Economics Study Program Committee at Kaunas University of Technology, research fellow and the lecturer of administrative law. In 2016, Ms J. Šovienė was awarded a prize by Lithuanian Academy of Sciences for a co-authored monography “The Impact of Cartels on National Economy and Competitiveness”. She was also recognized as one of the 40 Notable Women Competition Professionals in Enforcement in Europe, the Americas, Africa (by W@Competition, 2019) and was awarded the State Award the Medal of the Order of the Lithuanian Grand Duke Gediminas for the significant contribution to the protection of fair competition by the President of Lithuania (2018).
Ms. J. Šovienė has Master’s degrees in Business Management and Law.

Ieva Žilionienė is an experienced professional in the realm of digitalization policy and strategy, with a wealth of knowledge and practical experience in national and global ICT trends, initiatives, and use cases.
She has been a driving force behind Lithuania's Information Society Development Committee since its inception, overseeing the development and implementation of the country's information society and electronic governance strategies and programs, as well as creating and executing the framework for the use of European Union structural funds dedicated to Lithuania's public ICT sector.
As Director of Strategy and later Deputy Director General at the Communications Regulation Authority of the Republic of Lithuania, Ieva has overseen the coordination of economic and technical regulation for the electronic communications, postal services, and rail transport sectors, and supervision of digital trust services.
Leveraging her extensive experience and knowledge, Ieva is now leading the consulting business branch of NRD Companies and supporting the governments and institutions in various regions of the world with their digital transformation.
Ieva has experience in developing and handling teaching and training programs, in both academic and organizational training, and in an author of various publications on State’s digitalization and electronic governance. From 2012, Ieva is Lithuania’s national expert for the global initiative “World Summit Awards” aimed to promote the practical implementation of United Nation’s Sustainable Development Goals through digital innovations.

Mr. Claude B.F. Haylock was appointed as Deputy Chairman and Director General of the Financial Services Commission (the “FSC”) of Belize on September 1, 2017.
A national of Belize, Mr. Haylock previously served as the Head of the Policy Unit (Bank Supervision Department), Central Bank of The Bahamas, Deputy Manager (Research Department), Central Bank of The Bahamas, and as Senior Advisor for Economic and Development Affairs to the President of the 58th Session of the United Nations General Assembly. Earlier in his career, he was a member of Belize’s Foreign Service, where he held several positions including Minister-Counsellor/Deputy Chief of Mission (DCM), at the Embassy of Belize (Washington, D.C.), Deputy High Commissioner to Canada, Alternate Representative of Belize to the Organisation of American States, and Counsellor at the Permanent Mission of Belize to the United Nations.
During his tenure at the Central Bank of the Bahamas, Mr. Haylock managed a team of regulatory specialists that developed supervisory and regulatory guidance/policies on banking and financial sector risks for the financial services sector in The Bahamas, particularly the banking and trusts sector. Mr. Haylock also served as Deputy Manager of the Research Department, responsible for the written analysis for the Bank’s Quarterly Economic Review & Statistical Digest, Annual Reports, and analysis of the monthly monetary and financial aggregates for the Bank’s Monetary Policy Committee.
Mr. Haylock was lead representative for the Central Bank in national, regional, and international fora on cross-border regulatory cooperation and the Bank’s representative with the Association of Supervisors of Banks of the Americas’ (ASBA) Working Group on Consolidated Supervision and on the Board of Directors of the Bahamas International Securities Exchange (BISX).
Mr. Haylock currently serves as the Director General of the FSC where he provides oversight of the regulation and supervision of the “non-bank” financial services sector in Belize. He also serves as the Registrar of Companies, and Registrar of the Merchant Shipping. In addition, since 2017 he has coordinated Belize’s response on international tax issues emanating from the OECD and the EU and serves as Belize’s competent authority for the Exchange of Information on Requests (EOIR).
Mr. Haylock’s expertise is in policy analysis, diplomacy, trade and economic policy, finance/regulatory affairs, and international development. He specializes in corporate governance arrangements, transparency and cross-border regulatory cooperation and developing and implementing strategies that mitigate risks in the financial sector.
Mr. Haylock holds a master’s degree in Public and International Affairs from the University of Pittsburgh, and a Bachelor of Arts Degree in International Relations from Knox College in Galesburg, Illinois. He has also studied at the Institute of European Studies in London and has received additional training in issues related to financial sector regulation and supervision.

Mindaugas Glodas is a highly experienced business executive with more than 20 years of expertise in the ICT sector. He has previously served as a Sales Manager at IBM and a General Manager at Microsoft Lithuania, where he actively participated in various corporate working groups as an executive member. Mindaugas played a pivotal role in designing new regional organizational structures, partner networks, and talent development strategies for these organizations. At present, Mindaugas leads NRD Companies, a global IT and consulting group of companies that specializes in governance and economic digital infrastructure development.
Apart from his corporate engagements, Mindaugas is actively involved in multiple non-profit organizations. He currently serves as the Vice President of Lithuania‘s DigiTech sector association INFOBALT, the Chairman of the Board at UNICEF Lithuania, and a board member of various other organisations. Mindaugas is an MBA graduate from the University of Antwerp.

Dr. Osmond Martinez is Belize’s Chief Executive Officer in the Ministry of Finance, Economic Development and Investment, Belize’s National Designated Authority to the Green Climate Fund, and the Executive Director of Belize to the Caribbean Development Bank.
Dr. Martinez holds a Doctorate Degree in Economics with focus in Poverty and Social Development from the Universidad De Baja California, Mexico. His research work centered on Sustainable Tourism Development with implications of Poverty Alleviation and Socioeconomic Development in Belize. He also holds a Master’s Degree in Economic Development, a Master’s Degree in Education with a concentration in Spanish as a Second Language and a Bachelor’s Degree in Agriculture.
Earlier in his career, Dr. Osmond Martinez was an Assistant Professor of Economics in the Faculty of Business and Entrepreneurship at Galen University. He also served as Regional Manager for Farallon Aquaculture S.A. of Panama, a post that required interaction with businesses associated with shrimp larvae production throughout Central America, Venezuela and Ecuador.
His passion and innovation motivated him to start the first plastic recycling business in Belize exporting products to Taiwan and Mexico.
